Australians keen to keep coins and notes as legal tender have been handed more time to respond to the\u00a0federal government\u2019s cash mandate draft<\/a>\u00a0after the submission period was extended by a week.<\/p>\n

The\u00a0draft regulations<\/a>\u00a0will require grocery stores and service stations to carry cash but limits in-person cash payments to $500 or less and exempts businesses with a turnover less than $10 million.<\/p>\n

Cash is king advocates argue the mandate misses too many vital services and \u201cwill not apply to 99 per cent of our payments\u201d, but the government says it is a \u201cbalanced, practical, and sensible\u201d move to support people still using physical money.<\/p>\n

The two-week comment period was set to shut last Friday but was pushed out by a week until November 7.<\/p>\n

It comes amid concerns people were struggling to lodge a response online.<\/p>\n

\u201cThe requirement to create a Word, RTF and\/or PDF document and upload to the (Treasury) site has excluded many ordinary Australians from having their say,\u201d Cash Welcome founder and cash supporter Jason Bryce said.<\/p>\n

7NEWS.com.au has reached out to Treasury about whether difficulties with submissions, which can also be emailed or posted, played any role in the seven-day extension.<\/p>\n

Cash mandate a \u2018dud\u2019 or \u2018balanced response\u2019?<\/h4>\n

Independent Federal Member Andrew Gee is among those to have taken aim at the draft, labelling it \u201ca dud\u201d.<\/p>\n

\u201cIt\u2019s the green light for phasing out of cash in Australia,\u201d he said last week.<\/p>\n

\u201cWhy won\u2019t you (Treasurer Jim Chalmers) support my private member\u2019s bill which would apply to all businesses and all face-to-face transactions of $10,000 or less and which would truly keep cash king in Australia?\u201d<\/p>\n

Chalmers said there is \u201cgood reasons\u201d why the government settled on the model it has.<\/p>\n

\u201cThere is currently nothing preventing any business in Australia from refusing to accept cash,\u201d Chalmers said.<\/p>\n

\u201cWe consider that situation to be unacceptable.<\/p>\n

\u201cFrom the first of January, we\u2019re ensuring that Australians can buy their fuel and groceries by mandating cash acceptance for essential purchases through a mandatory industry code.\u201d<\/p>\n

Australians used cash for about 13 per cent of purchases in 2022, well down on 2007 when physical currency changed hands during 70 per cent of buys, according to the\u00a0Reserve Bank<\/a>.<\/p>\n

Seven per cent of consumers \u2014\u00a0more than 1.5 million people<\/a>\u00a0\u2014 were using cash for most of their in-person transactions in 2022.<\/p>\n

Chalmers said an earlier round of consultation on the cash mandate attracted more than 4000 submissions from individuals and 61 from organisations.<\/p>\n

\u201cWe know that there\u2019s a balance to be struck here between ensuring that Australians can use cash to pay for essentials but we also don\u2019t want to place unnecessary burdens on small businesses, particularly small business in the regions,\u201d Chalmers said.<\/p>\n

\u201cAnd after that extensive consultation, we think that we\u2019ve got the balance right.\u201d<\/p>\n

But the mandate, with its series of exceptions and limits, could bring Australia one tap closer to purely electronic payments, Bryce argues.<\/p>\n

\u201cThe regulations they\u2019re calling a cash mandate are literally going to green-light the cashless society in Australia,\u201d he said.<\/p>\n

\u201cThe current proposal leaves out medicine, leaves out housing, utility bills. It should apply to all the big retailers.\u201d<\/p>\n

Bryce insists \u201cthere\u2019s a million legitimate reasons why everybody at some stage will need cash\u201d.<\/p>\n

Cashless Australia \u2018inevitable\u2019<\/h4>\n

The decline in the use of cash has put the\u00a0cash distribution system under pressure<\/a>, Reserve Bank governor Michele Bullock said.<\/p>\n

The Australian Competition and Consumer Commission recently revealed a proposal to allow the Australian Banking Association and other industry figures to develop plans to ensure the\u00a0ongoing distribution of cash across the country<\/a>, even if Armaguard, the country\u2019s main distributor of physical currency, is disrupted or collapses.<\/p>\n

Bryce wants government, banks, corporations and councils to share the burden of carrying, transporting and storing hard currency.<\/p>\n

But a cashless Australia\u00a0is ultimately inevitable<\/a>, according to Richard Holden, Scientia Professor of Economics at University of\u00a0NSW<\/a>.<\/p>\n

\u201cI think the mandate legislation is kind of savvy politics but it\u2019s not going to deal with the economic reality that we will be a cashless society at some point,\u201d he said<\/p>\n

\u201cThe question is how quickly we want that to happen, and what does the transition look like?\u201d<\/p>\n

Once enacted, the mandate will be reviewed after three years.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
