Cash as a safe and sustainable solution' at the Congress of Deputies.<\/h5>\n<\/li>\n<li data-prosemirror-content-type=\"node\" data-prosemirror-node-name=\"paragraph\" data-prosemirror-node-block=\"true\" data-pm-slice=\"1 1 []\">\n<h5>Rup\u00e9rez emphasised that cash is a \u2018safe\u2019 means of payment and the option most used by consumers, but regretted that it is not accepted everywhere and it is becoming \u2018increasingly difficult\u2019 to withdraw money or find cash machines and bank branches. \u2018The consequences are the financial and social exclusion of millions of people who need cash,\u2019 he warned.<\/h5>\n<\/li>\n<li data-prosemirror-content-type=\"node\" data-prosemirror-node-name=\"paragraph\" data-prosemirror-node-block=\"true\" data-pm-slice=\"1 1 []\">\n<h5>Rup\u00e9rez argued that cash \u2018ensures autonomy and freedom\u2019 because it does not depend on technology or electricity, is fast, secure against cyber-attacks and inclusive. However, he revealed that the organisation is receiving \u2018daily complaints\u2019 from people who are refused the option of paying in cash and \u2018a large part\u2019 come from public sector companies, such as sports facilities, music festivals or even renting despite the new Housing Law.<\/h5>\n<\/li>\n<li data-prosemirror-content-type=\"node\" data-prosemirror-node-name=\"paragraph\" data-prosemirror-node-block=\"true\" data-pm-slice=\"1 1 []\">\n<h5>Rup\u00e9rez also regretted that the maximum cash payment is 1,000 euros in Spain when \u2018the European Commission recommends that this limit should be 10,000 euros\u2019, while defending the fact that cash \u2018is more environmentally friendly\u2019 than digital money.<\/h5>\n<\/li>\n<\/ul>\n<hr \/>\n<p>A round table focused on cash as a means of autonomy of coexistence, personal autonomy and collective organisation,<strong> with the participation of the Spanish Committee of Representatives of People with Disabilities (Cermi), Down Espa\u00f1a, the Spanish Confederation of Organisations for the Elderly (Ceoma) and the Association of Families and Women in Rural Areas (Afammer).<\/strong><\/p>\n<h5>\u2018Under suspicion\u2019 of fraud<\/h5>\n<p>From Cermi, its executive director, Pilar Villarino, <strong>advocated considering cash as a consumer right and the free choice of means of payment<\/strong>. In any case, she did agree that all options should be accessible to people with disabilities.<\/p>\n<p>\u2018For Cermi, <strong>cash is a clear tool for financial inclusion and social participation<\/strong>, and we support calls for cash to be considered a social good because, for Cermi, it empowers people with disabilities who would otherwise be financially excluded,\u2019 said Villarino. Along these lines, he called for a \u2018personalised\u2019 benefit for these people.<\/p>\n<p>For his part, <strong>the president of Ceoma<\/strong>, Jos\u00e9 Luis Fern\u00e1ndez, denounced the fact that citizens who want to use cash to pay are \u2018suspected of being fraudsters\u2019. \u2018People by definition are not fraudsters,\u2019 he said, to general applause from the room.<\/p>\n<p>Fern\u00e1ndez also questioned the banks' obligation for citizens to have credit cards and to charge for them in certain cases.<\/p>\n<p>He took the opportunity to refer to the digital euro project launched by the European Central Bank (ECB) and expressed his \u2018concern\u2019 that it would \u2018control\u2019 any citizen's movements.<\/p>\n<p><strong>Down Espa\u00f1a<\/strong>'s manager, Agust\u00edn Mat\u00eda, also pointed out the \u2018Treasury's obsession with control\u2019 and defended \u2018giving options\u2019 and allowing everyone to choose how they prefer to pay.<\/p>\n<p>Along the same lines, Miguel Padilla, secretary general of COAG, defined the organisation as a \u2018fervent\u2019 defender of cash payment due to its predominance in the rural world and pointed out that \u2018the fraudsters are elsewhere and, surely, they are not pursued in the same way\u2019 as citizens. He also complained that the public services \u2018are mainly the ones who put obstacles in the way\u2019.<\/p>\n<p>For <strong>Afammer<\/strong>, its secretary general, Rita Mateos, added that cash should be considered \u2018a public service of the first order\u2019 and is a \u2018pillar\u2019 of the local economy.<\/p>\n<h5>Choosing between so many options<\/h5>\n<p>The session also hosted a round table made up of PSOE, PP, Vox, Sumar and Junts MPs, in which PSOE, PP and Vox agreed that the different payment options should coexist and that the user should be the one to decide.<\/p>\n<p>Thus, Guillermo Hita, of the PSOE, explained that, on the one hand, there are shops and administrations that \u2018are getting carried away\u2019 and \u2018doing a disservice\u2019 by not accepting cash, and on the other hand \u2018there are people who also complain about those places where you can't pay with a card\u2019, concluding that it is a \u2018problem of compatibility\u2019 and of \u2018continuing to be able to do what each person chooses\u2019.<\/p>\n<p>Hita also responded to criticism of the Treasury for trying to control citizens by pointing out that \u2018any society that wants to achieve freedom has to have controls\u2019 and said that citizens are not \u2018persecuted\u2019 by the State and the work of the Treasury \u2018at no time is persecutory\u2019.<\/p>\n<p>From the PP, Juan Bravo acknowledged that there are legal elements that \u2018perhaps are not proportionate\u2019, such as<strong> the sanction of 150,000 euros for paying more than 1,000 euros with physical money or not being able to use this means to pay rent.<\/strong><\/p>\n<p>For Vox, Pedro Fern\u00e1ndez called for \u2018freedom, justice and security\u2019 with regard to cash payments and said that Parliament would be vigilant to ensure that initiatives do not limit these principles because \u2018it seems that there are movements that are warning us that cash is at risk\u2019.<\/p>\n<p>For Sumar, Carlos Mart\u00edn focused on the banking sector to point out that \u2018these huge profits from banking should be made compatible with the provision of basic services\u2019 and said that Sumar will present a legislative initiative on this issue at the end of the summer to ensure that there are \u2018public service obligations for the banking sector, where cash is going to be among them\u2019. He also insisted on \u2018recovering\u2019 public banking through the Caja Postal to reach rural populations.<\/p>\n<p>Mart\u00edn brought up crypto-asset payments for debate and considered that \u2018they are a way of great fraud\u2019, to which Juan Bravo added that \u2018criminals find an opportunity anywhere\u2019 and not only in crypto-currencies, and Guillermo Hita was in favour of regulating them \u2018with strength\u2019 because, otherwise, \u2018they are going to bring us a serious disappointment\u2019.<\/p>\n<p>For Junts, Isidre Gav\u00edn defended making fraud control compatible with payment with physical money.<\/p>\n<p>Isabel Valldecabres, President and CEO of the <strong>F\u00e1brica Nacional de Moneda y Timbre<\/strong>, spoke at the closing ceremony. She pointed out that the fear of the digital euro is not justified, as personal data are mainly held by companies such as Bizum, Visa and Mastercard because of the \u2018joy\u2019 with which they are shared. He also recalled that<strong> the ECB has argued that cash should continue to be guaranteed the same level of acceptance as any other payment when the digital euro is in place<\/strong>.
